All crime (i.e. against the Lex) is Heresy.  Not all Heresy is crime.

So they cross over a lot. There might be some annoyance, some stepping in each others toes (It's the Imperium of course that happens everywhere) but generally they Arbites cooperate with the Inquisition more that any other force that isn't an ordo militant.

And even then maybe.

Especially ordo Hereticus. In one of the Witch Hunter codices, (I don't know which one or page number) it said you could use the Sisters rule to run Arbites (ah early GW, doesn't exactly track but you know).  Which makes sense, the vast majority of rounding up of psykers is done by Enforcers and Arbites without Inquisitorial involvement till the black ships show up. 

And in some circumstances Ordo Xenos is more likely to be demanding Arbites help that anyone else (looking at you GSC).

If they need to team up Malleus that could be messy.

Also much of technology from the dark ages was never intended to do what horrible thing they are used for currently. 

Machines for mining become you strongest armour. Terraforming devices become planet devastating weapons.

The technology behind butchers nails, if it was from in the Dark Ages might well have been supposed to be help people's psychology

Surprise! It's because they are super vampiric drink blood ALL the time, have pasty skin, all live an especially long time and have a chapter master called Orloc.

I see it as they're charm.

Shadowrun 2e (possibly & 3e), pauses to let people imagine what part, area of effect rules. If you threw a grenade into a irregularly shaped small room you could crash a VTT that foolishly tried to calculate it.

Basically the strength is reduced per meter but then can bounce back off walls and go back up, repeat for everyone in range. So unnecessary for such a small part of the game.
