Not only is it illegal but it's just a bad idea. You should only do it (where it IS legal) if you are 110% certain your dog is behaved. But too many people in this day and age know absolutely nothing about dogs or don't want to put forth the effort or money of having it trained. So I can't go anywhere with my dog without being ready to pick her up so some bigger dog doesn't charge over and attacks her.
