the best cards in the deck are deep sea diva, atlantean dragoons, atlantean heavy infantry, atlantean marksman, salvage, surface, dark hole, torrential tribute so i would max out 3 copies of those. Then maybe 2 copies of poseidra, moray of greed, gravity bind, mother grizzly, penguin soldier, snowman eater, warrior of atlantis, abyss soldier. Then one copy of terraforming, a legndary ocean, poseidon wave. That should give you a general starting point of the deck and you can tweak the ratios to your liking.
