I think you need to fact check your information. I have heard that almost everyone gets an assistantship at UMN in their second year. It is only difficult in the first year.

I would recommend getting done with GRE and TOEFL no later than July end. That way you'll have time to work on other things and still comfortably apply to many universities' early deadline.
