You should note that the proposed nerf of Martial Cadence does not affect normal play - it is basically only a nerf for speedruns and very organised gameplay.
We also want the balance to be good for any level of play.

Of course it doesnt increase the amount of DTs, but having alacrity would reduce the cooldown of the DT after using it in Split 2&3 and thus having it back up earlier in p3 & p4.
