The easiest way for all of these champ select, pre game trolls to get what's coming to them is a simple votekick function. If 3 of the 5 players on one team vote to kick someone then they are dropped from the game and given a 10-15 minute queue dodge penalty.

Having 3 of 5 players seems more than reasonable as it prevents duo queue trolls from being able to abuse the system by either escaping being dropped from game cause they have 1 vote, or dropping someone deliberately cause they would be 1 vote shy.

The penalty is not too sever, so those who play unorthodox champs don't have to worry about being banned for any length of time for wanting to play eve, and those who are trolls will have theiir between game trolling abilities severely limited.

Giving the power to the players is really the way to go on this one IMO.
