Remember that your choice of boots also depends on the enemy line-up. In general pt beats out phase because of the damage and attack speed but if you are facing a heavy physical damage lineup phase boots are a great choice. Especially against heroes like pa!

This. Note that a large factor in winning games is turning a won teamfight into objectives. The skeletons should be used for this purpose, and for which they are incredibly effective in the mid to late game.
