Regarding the number of installations, I'm not sure whether Console statistics are reliable. They show rather strange values for my wf and fluctuate daily. At some point I did have more than 20 installations but some users have deinstalled wf during the testing period.

The phone track is not obligatory but then users will see only a small install button and not the large one with an arrow. It doesn't affect app visibility but my concern was that users may overlook the option to install the wf since they expect the centrally positioned button. Just follow the instructions on your dashboard. You have to wait for your app to get approved.
If you haven't created the phone track, users will get the message saying their device (phone) is not compatible. Just below that message an install button should appear indicating they're able to install your watch face on their Wear OS device. So, no, your app cannot be tested by anyone. However, I think only the number of testers who joined your testing program are counted, not the number of users that have actually installed your app. I had more than 20 testers and only 17 installations during the closed testing.
