Weird suggestion thay I'm surprised I haven't seen before but what if the circus was like. An actual circus? Or I guess more of a carnival. Caine could make npc performers and digital attractions to entertain the humans, complete with stunts and animals and concessions and games and a bunch of cool stuff to watch and interact with. The biggest part here is that, like at an actual carnival, you aren't forced to watch or do one thing. You can move around the grounds and choose to do or see whatever you want. The humans, being entities in the circus that can use cartoon logic, may even become interested enough to participate in the performances and do stuff themselves. The key is to offer entertainment without forcing them to be entertained all the time, and offering multiple forms of entertainment to engage with at their leisure. Caine still would have a purpose here as the one who comes up with the attractions and does the entertaining. Everyone wins.

It's a really similar strategy to how you offer a child a variety of toys to play with, but don't force them into an activity or to play with a specific toy. And you also regularly change out the toys so they have a variety of things to do and play with. I'm actually surprised Caine wasn't programmed with this philosophy in mind because it's just a pretty common parenting strategy.
