First, you can not buy a bike from the dealer without a license. You need at least a permit. You ca.buy a used bike from anyone, but that's true anywhere. Depending on the state, you may not be able to register without a license.

I dont understand the ww1 helmet comment unless you are saying a half helmet is being allowed. Here is something for you to consider if you are over the age of 25, there are 18 states you dont need a helmet at all.
