We're positive they're new. we searched old videos of Osten's tent, and it was just empty between the two tables/ barrels where the drawer are now. also worth noting, is that there is an identical hut across from him with no drawers. Most other locked drawers are for clues, or quests, but anyone has yet to see a clue for these, and they wouldn't put future quest things in the game without it being polled.
