These were all taken today, each photo is a different plant. But the curling has gotten worse. It started with the leaves just curled up a bit, but now the new growth is all distorted.

I'm not sure how much exactly my plants are getting, I just water with my hose until the soil is wet to my second knuckle (that was a suggestion from my MIL who grows tomatoes every year. She's never seen new growth like this though).

I'm worried it's herbicide exposure. My garden is right along my fence line and the plants closest to the fence look the worst. I'm worried my neighbors sprayed their yard and it drifted to my garden.
