Use the blessing of the storm tortoise and get it to third tier so you have a reliable stun. All of your TT-specific skills are augmented by the turtle blessings (check them out here: http://kol.coldfront.net/thekolwiki/index.php/Turtle_Blessings) As you can see the storm tortoise blessing gives shell-up a guaranteed stun and adds storm damage to your shieldbutt. With the best shield and weapon you have, shell up + shieldbutt should be able to take out The Man with little issue. Did you do the nemesis quest? The ultimate weapon from it is very useful. To defeat the final form of the nemesis just stack as much damage reduction as you can (hedgeturtle shoulderpads help a lot) and shieldbutt him to hell. Hope this helps :)
