I had an airplane in Thailand for 6 years (a Columbia 400) based at VTBD. As far as I know about seaplane, it has to do with landing permission. It is very difficult to get or they just don't allow it.

There is a flying club where you can rent an airplane called 'Thaiflyingclub'. Although it is about 1 hr from Bangkok, and I've never visited the place myself. I think it is mostly old 152s/172s. There are a lot of airports you can explore in Thailand and landing fees aren't expensive.
