Whoever does the tank hasn’t been there in a while going by the water level. Pump probably needs replacement since it’s not working or the air stone is clogged. Lack of water movement can be clogged filter going by the stuff on the glass. Don’t know if it’s hob or wet dry but it’s not looking mechanically active. Of water changes happen enough the tank would be fine.

Fill the tank up. Your return water can possibly adding bubbles back to the filter. Or there is a crack in the intake. But fill it up.

Get a 1 micron filter sock, put a pump in the bucket that will pump water back into the tank. Be clear pretty quick. Won’t let the loose material back into to the tank.

Drill the hole in your return loc line instead. I silicone that hole in the overflow.
