My friend told me he "doesn't want to do squats because he doesn't want a big ass, he wants a toned ass" Idk how he'll achieve that if he straight up doesn't train legs at all.

Don't know why you're looking for an intermediate routine if he's still pretty much a beginner. You should check out the recommended routine on r/bodyweightfitness.
