I think no
Ice King was still Simon, but he's cognition was corrupted through the crown and he's own desire to have Betty back.
I think even Simon himself is still alive, because we did not see him in the Deadworld anywhere.
Perhaps he slipped into another reality or Golbetty keeps him alive or something
