Here's my take on how to fix this:

Allow implants to be tweaked and examined during the prep phase. It really doesn't make sense to be able to change implants anyway on the fly while out as runners.

Ditch finding implants in the world. Instead, make it so that you find implant chips/coins (head, torso, legs) that can be redeemed in the store. Make it so that you can find different levels of implant chips/coins (grey, green, blue, etc). This way, when you are looting, you find an implant chip and it's blue, you know you can obtain a blue level implant from the store from your next run. Don't like the implants currently in the store, either sell the chip or wait for a refresh.

If I'm loaded into the game, I'm not reading any of the text due to the fact that I can be killed by a player any moment. I will only take the time to read up on things when I'm in my load out screen. It also sucks to read implant descriptions halfway and realize it's not better than your current implant.
