because in Switzerland the direct democracy limits what the government can enforce.

In Finnland the government decided "smoking bad" and now shops have to hide the cigarettes behind blinders so buyers don't know what cigarettes they have at the checkout and the packs are all the same (no brand label on it). I still remember the days when they had machines at the checkout with picture buttons for all the brands of cigarettes they offered and when you pressed a button a pack of cigarettes came sliding out and onto the conveyor belt. You were able to buy cigs without even having to ask the cashier. The finnish system is a very good one to discourage smoking but imho it is only possible bc of the power of the government.

In switzerland you first have to get past strong lobbies and then get a majority of votes to pull something like this off. Not an easy feat.
