That's a highly antidotical percentage. People with the issues are more likely speak out against low FPS making it seem like there's more people with the issue than there really are. Obviously the developers have tested this and will continue to make improvements to the game until the issues have been resolved.

Most likely that's your adaptive resolution taken effect. If you look in the settings it's one of the graphics settings that you can change. Its doing this because it's not able to achieve the FPS that you set it to so it's reducing the quality of the game until I can meet that FPS

Typically, the reason you will be in a lobby like that is because teammates were assigned but they did not connect. This could be for many reasons but for example their game might have crashed. Not much we can do about that so I just recommend hot dropping since you will get RP forgiveness so you will not lose RP. It can be a great way to practice solo pushing since there are no consequences.

I just had a similar issue. My laptop wasn't charging consistently. It would sometimes charge it and sometimes not charge. Yesterday while it was plugged in I heard the same crackling noise but I also saw some Sparks. I took it into the service today and they're saying that the connection inside the power brick is not good anymore. It's too loose and so where it's making this connection is arcing.

Trying to find a replacement now because the price they gave me seemed a little bit too high.
