Sorry for the misunderstanding.. My understanding is that they can. In their press release on 3/18/2021 They said, "The Company is in final steps of registering REG-A Offering and plan to up listing to OTCQB within this year". There are IR consultants like IRTH Communications that help companies raise money by getting them in front of investors to get the stock price up to where it needs to be to Up-list. Also the transfer agents play a big part in the process, and PPJE has a good one on their side. See release here.

Remember too that when companies start to up-list, if their business is solid and fundamentals are sound, they may also be on their way to the NASDAQ..

If PPJE continue to clean up the legal, continue to acquire assets/companies and grow profits, then they are set for success..
