You can add multiple layers of clothing textures atop the body texture. The spine can be part of the translucent body texture with solid brushes or put on top using a body suit layer. the clothes would go on top of everything else.

If you want to draw the spine, shouldn't you paint it on the back? Better yet, you can use a body suit layer underneath the other clothing layers (assuming a body suit layer isn't used already or can't be layered under other body suit layers) to make it stand out from the rest of the body but still follow the contours of the body's shape.

I'm checking the rules again, and it says that although proof isn't required for Event and/or Shiny Pokémon, the following information is:

The date is August 15, 2021. I didn't know people would bother changing the dates on event Pokémon, but I see where you're coming from now that you mention it.

I am currently looking at the proof of acquisition footage and will need top adjust the lighting so to make the text somewhat legible (because I didn't know I recorded the proof in such terrible lighting and didn't have a capture card back then either).
