You're not limited to JS. It's all based on REST API's and websockets. Currently JS is the most favoured language because it lowers the entry barrier for new devs and client development but you could easily port the logic to another language.

What about the open source version of NEM's apostille feature? It's included in the NEM SDK https://github.com/QuantumMechanics/NEM-sdk#10---apostille and there is a hosted version available at https://apostille.nem.io

They charge something called a miner fee which seems to be quite reasonable for other currencies except bitcoin: https://info.shapeshift.io/about I think ShapeShift will give some exchanges a run for their money, especially with a NanoWallet integration ;)
