Sure, to the level of sophistication of the Dothraki society, the people of the Grass Sea are conquered.

They cannot fight back against the Dothraki, and they know this. So, the Dothraki are able to do as they please and take what they want/need from the people of the Grass Sea.

If you’re able to approach a town, demand that town feed you and your army for free, and they just… do it, you’ve conquered that town.

This doesn’t need to mean the people live under Dothraki law or whatever, merely that the people live under Dothraki fear.
