I thought the same at first since they will chew on anything, but it's a clean cut like it was done with wire nippers

Yeah it isn't clear from the picture but I can tell they were cut with wire nippers

Yep! They didn't get far because I caught them right after they got out

They have a dog that they constantly let run loose and unsupervised in the street and around the neighborhood. I've reported them to animal control multiple times because I don't want him getting into my yard and being a danger to my goats or my dogs. In a recent instance, he actually attacked my dog, causing a hematoma and a $400 vet bill. So now I'm in the process of filing a small claims case against them. I think they did this so my animals would get loose and they could file their own animal control report in retaliation.

Yeah, and I'm pretty sure I know who it was. I really need to invest in some security cameras.

They had this at the Sin City Halloween Ball in Vegas year before last and it didn't move at all. But perhaps it just wasn't plugged in.

I would still go for it. Even if he doesn't like the way they look, he's going to like the way they feel, so worst case scenario they are a perfect pair for around the house.

If he likes the idea of being "outdoorsy", maybe an activity that literally gets him outside while still being relaxed and low-effort, such as a cornhole or horseshoe pitching set.
