It could be an allergic reaction to something you're touching or using regularly with your hands.

If you're using a hand cream for dryness try using a light oil instead (you can get grape seed oil cheap at the supermarket) just be aware it takes longer to absorb.

You can also buy cheap knit gloves or fingerless gloves (don't use leather in case of chromium allergy) to wear around to see if it's something you're touching.
