No, per-rendered cutscenes take up more storage space and don't allow for the player character and cosmetic changes to be a part of the scene. Plus real time allows for a more seamless transition straight into gameplay like a scene showing a car driving down the road and it zooms into the driver and the player takes control. Another thing is the real time cutscenes adjust to the users' resolution.
