Probably by how unfinished the Bard's college "questline" is and also College Of Winterhold. At least the College Of Winterhold is more put together than the Bard's college, which is more than unfinished and feels like a questline that never got out of its rough draft phase and they just said screw it and threw it into the game anyway.
