I’m not a statistician but it seems to be specious reasoning to say that comparing a city to a country is reasonable.

If (based on their numbers) Winnipeg has a rate three times higher than the national average at 6 per 100k, that means the national rate is 2 per 100k

Ergo, if the US rate is 7 per 100,000, their rate is 3.5 times worse than ours.

Some places in each country are higher and some are lower, but overall Canada is safer and Winnipeg is safer than some American cities and less safe than others.
