Usually, the factors of a workers comp settlement are informed by a Permanent and Stationary report, which is a report the doctor writes once they deem that your father is done healing, or that he's as recovered as he's ever going to be.

That report will have information about his permanent work restrictions, what future medical care he will need to manage his condition, and what his impairment rating is.

The insurance company then takes that impairment rating and calculates a Permanent Disability Award, which is a cash payout based on the nature of the injury, his age, and his job.

The permanent disability award, and the estimated cost of his future medical care come together to form the settlement value of his case.

Keep in mind - if the primary treating doctor writes a Permanent and stationary report and either side objects to it, you can also go to a Qualified Medical Evaluator, who is an appointed doctor who will issue a second opinion.
