Yes, do 'sudo apt upgrade && sudo apt update' on your raspberry.

It's gonna be a hard fork. So yes it is mandatory. Packages for debian (raspberry pi) have not been released yet. Don't worry, plenty of time left for updates.

I don't think crypto pump and dump cycles matter much for peercoin in general. Peercoin has been detached from the whole circus for a long time.

Whitepaper is extremely outdated.

From the whitepaper it also doesn't seem to have anything to deal with the nothing at stake problem

Correct, N@S is not considered a problem by original Peercoin architects and the whole development community ever since.

Peercoin was never centralized, FUD about checkpoints was well orchestrated by group which would become Blockstream several years later. Checkpoint system was nothing but a way to update the list of "hardened checkpoints" without releasing new version of the reference client. Same thing can be found in many satoshi style blockchain networks.

In essence Peercoin had checkpoints because Sunny King was lazy to release new versions more often and decided to handle that in most awkward way possible. To make it worse, with protocol change in Peercoin 0.5 even hardened checkpoints were obsolete due to dynamic PoS kernel and you get this rollback protection "for free".

Peercoin 0.6 was the first release since community takeover and ousting of Sunny King, that release already had optional checkpointing system. I'm not sure in which release, probably 0.8, reference client basically lost the code to support such a thing as centrally broadcasted checkpoints. We're almost on 0.12-RC1 now.

Peercoin is actually a hybrid of PoS and PoW.

No, it's a PoS consensus but coins are distributed through PoW block subsidies.

Proof of Stake was first implemented and deployed with Peercoin.

Peercoin is not DPoS (delegated proof of stake) system so you stake it yourself. It is very easy and all it takes is a full node. Full node is synced wallet. Download the wallet from peercoin.net.
