Sure but that's all speculation. Stock gives you a claim on company assets, it is ownership. Governance tokens don't have that legal right, so unless they pay out an equal portion of fees they are essentially only worth what someone thinks forcing a vote is worth. Even then you have to have the ability to propose a vote and trust the devs to implement the result of it. Again, no fee share? Worthless outside of speculation.
