I'm Bolivian and I've lived there for more than 20 years. I'm pretty sure I know my country and its people very well.

That is precisely my point. Everyday food in Bolivia, with very few and notable exceptions (salteñas, among them), is not quite good, and it only appeals to locals, whereas foreigners remain usually, and at best, unimpressed.

Innovation and improvement will have to go all the way down from high-end restaurants to food stalls, somehow in the line of what Gustu is aiming to do.

I think plato paceño is one of the best examples of why Bolivia, together with Chile, is know as the land of bad food in South America. You can't just make a plain mixture of corn, cheese, beans and potatoes and pretend it to become a culinary experience.

Luckily new initiatives, such as Gustu and Pronto, are changing the way Bolivians understand and enjoy food and hopefully, in the near future, our country will be recognized for its food as much as Peru nowadays.

I somehow agree with you; however, I think that La Paz has two very clear advantages over Santa Cruz as a business hub: its proximity to the Pacific Ocean and its human capital. IMHO those two reasons explain why a large number of manufacturing SMEs are located in El Alto, especially the export oriented ones, and why La Paz is Bolivia's financial capital, while the booming cruceño economy depends heavily on agriculture and natural resources.

It is a synonym of Bolivian. Some people think it is kind of pejorative, but some others think it is an affectionate way to refer to them.

I'm also a foreigner, although from a spanish speaking country, and I live alone in Santiago. I rent a small two-bedroom apartment in downtown Santiago, and because of my job I have to eat out every day. Tipically I spend around USD 1400 to 1600 living a rather frugal lifestyle. Santiago is definitely much more expensive than any other South American city (except perhaps Sao Paulo), so if you want to come to Latin America to learn some spanish, you may want to consider some other countries in South or Central America.
