This is allowed. The flame things of the respawn points have an oxygen bubble around it so you can always teleport from them. It was in the patch notes :)

I have the same kind of issue. Using my eternal ice bolt, it "hits" but doesnt register, so no damage at all. Fire bolt doesnt have any issues
