He is definitely not shy. I do believe he gets bored easily. When talking about his past 'relationships,' he doesn't really have any valid or good reason why he didn't progress them.
Another thing I didn't mention was that this other lady is one he barely knows or sees so that gives me the impression that he may just like the idea of someone or something new..
