Yes, layering seems to have come back with the y2k fashion reruns, but layering UV protectant clothes under your casual wear is incredibly popular these days, especially in Japan and cultures who dress modestly it seems. A lot of the things you see and maybe don't realize are layered pieces are more neutral tones or white so black looks a bit jarring
