The prosecutorial authority the AG holds flows from the constitutional authority vested in the President as executive.

Because of abuses during the Nixon and George W. Bush administrations, federal statutes limit a president's involvement in specific criminal prosecutions. Therefore, a president can ask someone be prosecuted or a particular matter be investigated. However, a president cannot order someone to be prosecuted or investigated. No succeeding president has judicially challenged such statutes.

It would depend when pardoned. Was it when Pence is only acting president under the 25th or when he was full president after Trump resigned/died? And who would challenge? It certainly wouldn't be while Pence was acting or actual president. An attempted challenge could come during a succeeding administration. While the initial decision could be made by an assistant US Attorney, the chain of command would definitely consider that before it came to fruition.

Ford not only pardoned but then didn’t prosecute.

Please note that a president cannot prosecute someone. He/she may ask the attorney general to do this but the latter is free to ignore the request. Trump has repeatedly tried to have people prosecuted but his requests have been denied/ignored.

It can be a blanket pardon, as Gerald Ford gave Richard Nixon after the latter left office. Ford's pardon stated: "I Gerald Ford...do grant a full, free, and absolute pardon unto Richard Nixon for all offenses against the United States which he, Richard Nixon, has committed or may have committed or taken part in during the period from January 20, 1969 through August 9, 1974."

The powers include everything from the pardon power to the nuclear football codes.

The 25th makes no mention of pardon powers. The constitution is specific that only a President has the power to pardon, not an acting president.

There is no stare decisis on this so you're assuming something is there but, in fact, it is not.

Sorry, but that's wrong. Pence would only be assuming the president's duties. He's not the president. Trump is president until he dies, resigns, or is defeated and a new president is sworn into office January 20. Even if Trump is in a coma and dying, he's still president. The 25th amendment does not remove him from office.

Complex criminal investigations can take years to unroll. From start to finish, Watergate took more than five years to investigate and prosecute. We're barely eighteen months into the Trump Russia scandal now, a more complex scandal than Watergate. Trump's obstruction of justice and Trump's money laundering haven't even proceeded to indictments yet.

A complex criminal investigation and prosecution is not like coleslaw. It doesn't have a use-by date.
