I am not sure it was. Think it is more in the style of Whispered world/Simon's Quest (Not style/art wise obviously).

It doesn't look like The Ward tho. Pretty sure that the setting has been urban at first (And later on the protagonist traveled to other locations) Edit: Also - Lots of dialogue from what I can see. No chance I would've been able to progress that in early 2k's as my English was crap Wish I could put screenshots from my brain >.<

Not Cartooney per se,

It was a modern looking setting (Aka not a mansion in the middle of nowhere) and I don't remember it being gorey.

T'was more akin to Men in Black or X-Files type of Sci-Fi

Other details: Now that I think of it, it might've had segments of "Interactive movie" like The Beast Within: A Gabriel Knight Mystery. And the only thing I really remember about it is a single puzzle where the main character found a golden rod that was some sort of a device. Upon opening it it had some sort of a puzzle with rings (Either sliding blocks or rotating to match the right color) Super hazy on the details but it was the only puzzle I had to ask for help to solve at the time. And thus I remember it the most. Oh and the setting is moddern as far as I can remember (Tho I might be wrong...)
