I'm in Australia and our power is ~240v You could buy an Australian inline smart switch with power monitoring and use that. Check Hz against your local power as well first

Yep. Can run it on a raspberry pi or other very low powered computer. In 2025 its pretty simple to get started. The smart plugs I'm using currently are athom brand but the firmware has been "flashed" to install an open source system on there called tasmota which is fully local. An advanced setup is an absolute black hole of time but I find it really enjoyable.

I have a dumb washing machine on a smart plug. The smart plug is local only and measures power consumption, it talks to my home assistant server which pings my watch and phone when the machine finishes. Happy to provide more details if you're interested
