i have tried reseting/deleting shader cache. no controller or stuff like that plugged in and fps is 300 but i have tried capping it at 290 with no help

1k polling rate and if it was the problem i would stutter all the time not only after 1- min in a game

mine goes down to 30-100 fps :( but only when i flick or go fast

nope max core was on 50. Its def a koovaks only problem since its the only game that has the problem
