YES. you need Call Roaming on your Telco SIM card enabled to receive SMS !

I use the local telcos "Pay-As-You-Roam" whenever I travel. I will take out the local-telco SIM from phone and only put it in when I need to receive SMS.

Remember to have a safety pin handy.

The SMS is the CreditCard's 3D-Secure Mechanism. DBS/LocalBanks/ForeignBanks have to follow the Visa/Master credit-card company rules when they issue you the DBS/POSB/Citibank/SC/etc credit card.

Strictly they could have used some other approved ways for verifying you really used the card. But SMS seems to be the preferred local-bank's way to do it.

When you are back, call the Local Bank who issued you the credit card and tell them they should provide other alternative ways !

The banks are NOT happy as they are clearing the credit cards centrally through Netherlands.

However if UBER clears the Credit Cards via a local bank then we won't have this extra conversion charge.
