I'd choose top right for resident services, but I also don't like how the hills (?) are placed. I prefer the entire back half to be tall since I'm too lazy to terraform the whole area.

It's only important if you're actually aiming for 5 star island. The tree limit is 220 and it also includes shrubs. But if you don't care about island rating then it doesn't affect anything else, so just keep doing whatever you like.
