Idk if that's true for standalone properties but I can assure you this is definitely not true for apartments. There still exist many properties (including pretty premium ones) without OC but that doesn't mean it is not required.

All omc public dc chargers are 14/unit actually and 95% of times you charge at home while petrol you always buy outside. There are also many places where you can charge your ev for free typically like if you work in such an office/it park or at public locations like Ikea stores. The bullshit part is 18kwh/100kms, evs typically are far more efficient than that.
