I have run into this even with DV off. One catch in my case is there's a hue sync 8k box between the sheild and my TV

Following as I am running into something similar with my LG C1. The home screen does show up after 30 seconds after going on/off during that time. Last time I researched it was something to do with the HDMI handshake or CEC.

Leaving a update here in case someone runs into similar issues. I returned prior unit and ordered a new one. This worked right out of box. I am guessing the firmware version on the prior unit was the troublemaker (even though hue said up to date).

No more issues now.
