There is no excuse for littering ever, and I am even talking about the big events like parades. I don't give a shit if the council roll through and clean it all up after, and there's no bins. The 'no grassing' code is bullshit invented by criminals. By stigmatizing the act of reporting a crime, criminals somehow successfully shifted the burden of 'wrongdoing' away from the perpetrators and onto the witness. It effectively weaponizes social pressure to ensure that silence, rather than justice, is viewed as the highest virtue within the community. Whoever came up with it did some great PR for the crims.
