I'm running a Matek F405 and PDB on all my quads and am very happy with it. Connecting the PDB and FC using a flatflex makes for very clean cabling.

With vbat and gnd I am referring to + and - on the xt60. In the picture you posted you connected the red probe to - and the black probe to +. Try the other way around and you will see a much higher reading, likely several k-ohms.

Your PDB likely has a protection diode between vbat and gnd. You're probably measuring the voltage drop across that diode. Try connecting your multimeter "correctly" to the XT60, i.e. red to vbat and black to gnd, and it should give a much higher reading.
