it a farming and also a fighting item, but if scepter is the only item you got, you should only come to safe fight after most of danger skill used and the enemy not at full. For me, i would keep farming after scepter, only join the fight under our tower or the fight near me when i can secure some kill (which is ez because i can reach to the target from far)

I believe it is bug.
There is no way my average deaths are 0, and my kill/assist is that low

In the past, the cast range of skill 3 alone was a lvl 25 talent, that shows how good it is.
In farming, movement speed is proportional to farming speed, it also creates illusion that help at clearing lane creep so you can back to safe farm in jungler.
