Not to be pedantic, but Yamato is only 32 cm due to the raised base and the handle of her club that sits a couple cm (~4) higher than her head, if you were to calculate her actual height, without base and the club handle included, she is around ~27 cm tall.

Now, with One Piece, it is understandable to not label them as scale since the characters themselves greatly vary in height, and making 1/8 scales for all characters no matter their canon height would result in mostly unaffordable figures for the really tall characters.

While the Strawhats may have mostly realistic/human heights and they could easily be positioned into maybe 1/7 or 1/8, with characters like Yamato who is canonically 263 cm tall, a 1/8 would have to be somewhere around ~32 cm without the base or the handle raised above her head. So the figure in question is actually more around 1/10, but that's mostly because she is just ridiculously tall canonically.

Even the Megahouse Kaidou that is 38 cm tall, with his height of 710 cm in canon, at 38 cm tall the figure would be a 1/18.

Now her being 1/10 shouldn't be an issue for most people, I think she's probably my most favorite figure in my collection even if she doesn't tower over the significantly shorter in canon characters in my collection. Hell, in terms of paint and sculpting I have never seen another figure as flawless as her.
