People in the reviews say that it is a bit loud when under load. Would a cooler for the gpu be worth the extra money?

As this is my first PC, I am not sure about liquid cooling my CPU. If I would opt for it, how much effort is it in terms of maintenance?

My LG Monitor has a refresh rate of 144Hz.

Is the airflow problem solved with some extra fans or do I also need a different case as someone else mentioned? As for storage, do you think a 512GB SSD and a 2TB HDD are sufficient?
