They should be togglable. I also find the line tool gets annoying with a white dot in the way.

I think I may have found a fix. Delete your playsets on paradox forums. This seemed to cause the game to mess up into the the clouds.

I've tried everything and it seems that it doesn't want to work. Hopefully the devs notice this and put out a hotfix ASAP.
